Position Summary :

The Chief of Party (COP) will have overall management responsibility for the Creative’s Turkey-based governance project for Syria and will make key decisions and solve problems in short time frames, while ensuring operational and program integrity.

S / he will be responsible for management, oversight, progress reporting, and quality of performance in meeting the requirements of the program.

The COP is also responsible for providing oversight of program activities, including supervision of the program staff and ensuring appropriate coordination with the various organizations involved.

The COP will be involved with monitoring, evaluation, and overall maintenance of the project. S / he directly supervises the staff and any implementing partners.

It is the COP’s responsibility to ensure compliance with all terms of the project contract and all relevant U.S. Government rules and regulations.

Reporting & Supervision :

This position reports to the Program Director in the CIT Division or his / her designee. The COP directly supervises program team in Turkey / Syria and all partners.

Primary Responsibilities :

The Chief of Party will be responsible for the technical leadership and in-country management of the program. S / he will oversee the expatriate, Turkish and Syrian staff and short-

term experts in achieving program results. S / he will undertake regular assessments of the broader political and security environment within which the program operates to ensure flexibility and rapid reprioritization of activities when necessary.

  • Manages subcontractors to ensure that their performance meets or exceeds technical and financial contractual requirements;
  • Ensures that technical, financial, and administrative activities are carried out according to USG and Creative's policies and procedures;
  • Maintains and nurtures Creative's relationship with NEA by communicating on a weekly basis;
  • Successfully manages the project's relationship with local governments, CSOs, and other stakeholders;
  • Oversees creation and implementation of project monitoring and evaluation activities;
  • Supervise development and submission of program deliverables and provide timely and accurate reporting and briefings to USG / Stakeholders on all program areas;
  • Oversee implementation of Creative’s security protocols and provide leadership in handling security-related issues;
  • Manage the program team in a manner that is open, respectful, and encourages professional development, and solicits constructive staff input;
  • Engages in frequent, routine communication with HQ so that the Project Director is aware of both progress and potential issues.
  • Solicits assistance and input as needed to ensure that the project's performance meets or exceeds technical and financial contractual requirements.

    Required Skills & Qualifications

  • At least 10-15 years of relevant experience working for USG Contractor or international NGO; at least 5 of which should be in a supervisory capacity;
  • At least five years of experience supervising complex and challenging field operations in developing countries;
  • Capable of demonstrating a fluency in policies and procedures in regards to personnel, operations, procurement processes, systems and activity management;
  • Demonstrated experience and knowledge in establishing systems and overseeing program close-out under limited time constraints;
  • Financial management experience, including budgeting, financial management (tracking, reporting and accounting), and procurement;
  • Experience with activity design, development, implementation and comprehensive monitoring and evaluation;
  • Excellent communication skills and interpersonal skills;
  • Strong analytical capacity;
  • Bachelor’s degree from an accredited university in a relevant field.
  • Desired Skills & Qualifications

  • Master’s degree from an accredited university in a relevant field;
  • Arabic and / or Turkish language skills preferred;
  • Experience working in the Middle East strongly preferred; particularly in Turkey and / or Jordan;
  • Familiarity with Syrian political, economic, and humanitarian contexts.
