Strengthening the Resilience of Syrian Women and Girls and Host Communities in Iraq, Jordan and Turkey , referred as Refugee and Response Programme (RRP), is an integrated programme that targets both displaced Syrian women and girls and host-
country nationals across Iraq, Jordan and Turkey. The programme works through a multi-dimensional strategy that will : i) enable women’s empowerment through addressing issues of economic vulnerability and violence by increased access to recovery and livelihood opportunities, paired with comprehensive protection services and support to national justice structures to promote accountability for violence against women, and ii) promote a culture of peace and co-
existence through supporting women to lead and engage in peacebuilding, reconciliation and conflict prevention. Bearing in mind the importance of involving men in work on gender equality and women’s empowerment, the programme will engage men as partners, champions and advocates for women’s increased empowerment, including their engagement in the labour market.
Under the leadership of UN Women and in close collaboration with the Gaziantep Municipality, ILO and ASAM will continue to strengthen the SADA Women’s Development and Solidarity Center , which was established in November 2017 to support Syrian women and girls and other refugee women in the area, together with women from the host community.
Under the supervision of the Programme Management Specialist, the will be responsible for operational implementation and management of the programme activities in Gaziantep including, coordination with UN Women’s implementing partners and other key stakeholders, and the monitoring and reporting.
Duties and Responsibilities
Coordinate and manage implementation of the programme activities
Lead and effectively manage the implementation of the programme in line with approved work plan, including management of resources and development of appropriate linkages with other actors involved in the programme;
Provide support for developing annual workplans, implement the Programme activities and related procurement of goods and services in accordance with UN Women procurement rules and the Internal Control Framework
Manage day to day administrative matters for the programme
Establish systems for programme planning, implementation and monitoring, in collaboration with partners;
Record and maintain documents on relevant programme activities, issues, and risks.
Supervise programme staff, if required.
Strengthen coordination with implementing partners and other stakeholders
Coordinate relationships with local partners to support implementation of RRP, raise potential problems and suggest solutions;
Organize meetings as per schedule, including preparing the agenda, reporting on the project results and dissemination of meeting minutes to all participants, and implementation of decisions.
Identify additional areas of synergy and cooperation amongst local partners for joint implementation of this programme
Identify capacity building needs and support local partners through technical assistance, mentoring, training and capacity development initiatives, as needed.
Coordinate the monitoring and reporting of the programme
Gather and compile all information necessary for monitoring and reporting of the programme from the planning to the evaluation stages;
Provide support for monitoring the implementation of activities and the expenditure of funds, as required;
Monitor the allocation and disbursement of funds to participating partners;
Draft and provide inputs to annual and quarterly reports; coordinate the submission of implementing partner financial and narrative reports;
Build partnerships and support in developing resource mobilization strategies
Provide inputs to the development of partnerships and resource mobilization strategies.
Advocate and facilitate knowledge building and management and communication
Contribute to documenting the programme implementation process and products;
Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
Coordinate the organization of major advocacy campaigns, events, trainings, workshops.

Education and certification :
Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
At least 2 years of progressively responsible experience at the national or international level in managing complex and multi-
component programme interventions with national partners, preferably related to gender and humanitarian response;
Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is mandatory.
Experience in working with UN agencies is an asset.
Language Requirements :
Fluency in English and Turkish is required.
