The Syria crisis is often described as the worst humanitarian catastrophe since the end of the Cold War. Inside Syria, 6.

1 million people are internally displaced and 13.1 million are in need of humanitarian assistance, with three million in hard-

to-reach areas. There are 5.4 million Syrian refugees in neighboring countries. This is no short-term humanitarian episode.

The devastating human consequences to huge numbers of people will endure for decades. The destruction of relationships, communities, livelihoods, homes and infrastructure will take years to repair.

Job Overview / Summary :

The Protection Specialist and PMTF Co-Lead, based in Gaziantep, Turkey, will be responsible for supporting the Protection Monitoring Task Force (PMTF), an initiative of the Syria Protection Cluster located in Gaziantep, Turkey and co-

led by UNHCR and IRC. The Task Force enables the collation of accurate information about protection risks and concerns, to generate actionable recommendations for humanitarian stakeholders, and to strengthen identification and referrals of persons in need of protection interventions.

The PMTF aims to increase, through the capacity-building process, the monitoring conducted by national humanitarian actors, the number of analysis / information products developed that have programmatic usefulness, and overall improve the ability of its partners in identifying and responding to protection needs and risk, such as through protection referrals.

Finally, the PMTF Co-Lead, in coordination with the UNHCR Lead works to mainstream protection findings by presenting the findings to relevant clusters, sub-

clusters, and working groups, and support PMTF efforts to ensure that protection if effectively mainstreamed in humanitarian activities.

Major Responsibilities : Technical Duties :

Technical Duties :

  • Draft, update, and refine protection monitoring tools and materials including :
  • Protection monitoring tools (surveys) used by partners for protection monitoring to ensure the effective collection and analysis of qualitative data relating to the protection environment.
  • This includes an annual review of the surveys with partners, and revision process based upon their feedback.

  • Draft and update core background, guidance documents, and promotional materials of the Task Force.
  • Design, draft and update training materials such as guidance notes, lesson plans, presentations for training and other capacity building initiatives of the PMTF, such as trainings on Protection Monitoring, and trainings on Protection Referrals.
  • Draft key PMTF products such as the Quarterly Monitoring Reports and Rapid Protection Monitoring reports by analyzing raw data provided by PMTF partners, and support the oversight of the entire process from conceptualization to finalization through coordination of the review process through UNHCR and IRC.
  • On a monthly basis, draft the PMTF sections of monthly donor reporting to accurately and comprehensively reflect the progress of PMTF activities.
  • Respond to any inquiries in regards to outcome and progress.

    Coordination Duties :

  • Act as a central focal point to PMTF partners :
  • Initiate induction of new Task Force partners and ensure they have access to all of the information, materials and tools they require in order to begin protection monitoring.
  • Respond to all inquiries, and resolve coordination related concerns (such as monitoring locations)
  • Keep partners updated of developments related to PMTF, maintain regular correspondence, including electronic invitations to PMTF events.
  • Liaise will relevant coordination bodies :
  • Liaise PMTF activities with Protection Cluster and sub-clusters (GBV, CP, MA) by regularly corresponding relating to PMTF initiatives and coordinate reviews of all core PMTF documents during the draft and review process to ensure that PMTF findings respond effectively to the information and assessment needs of cluster specific concerns and interest, and also in ensuring that PMTF documents reflect an integrative protection approach.
  • Present protection findings to relevant clusters, subclusters, and working groups. Support the Protection Cluster efforts to mainstream protection using PMTF data.
  • Have regular conversations with relevant co-leads on successful efforts and / or obstacles that prevent service provision to vulnerable populations.

    Administrative Duties :

  • Organize PMTF events such as Partner Meetings, Lessons-Learned Meetings, Training / Workshops. Carry out related administrative tasks such as arrangement of venue, event schedule, drafting and preparation of materials (PowerPoint presentations, handouts, etc.
  • invitations, attendance lists, etc.

  • Prepare and submit PMTF materials, such as raw data, quarterly reports, background documents and training materials for translation, and oversee its progress through the supply-chain.
  • Advocacy, Representation and Knowledge Sharing :

  • Share information relating to the PMTF on a cluster and inter-cluster level.
  • Represent the PMTF in regional initiatives / meetings, advocate the PMTF’s mission, activities, products and impact both internally to partners and externally as requested.
  • Share relevant lessons learned and best practices with clusters, agencies and organizations who intend to initiate protection monitoring activities and seek to benefit from PMTF knowledge and experiences.

    External : PMTF Partner Organizations’ Monitoring Focal Points, Protection Cluster Support Staff, Sub-Cluster Focal Points.

    Qualifications

  • Minimum Bachelor’s degree in Law, Human Rights, Political Science, or other relevant field.
  • Excellent drafting and oral communication skills in English is required, communication skills in Arabic is desired.
  • At least 4 years NGO experience preferably in protection monitoring or protection related work
  • Strong understanding of humanitarian protection principles and standards
  • Experienced in reporting, especially on protection issues and concerns (protection risks and needs)
  • Understanding of information management in the context of protection programming and reporting
  • Understanding of international human rights and Syrian context and legal framework
  • Good interpersonal, organizational, and time management skills
  • Strong skills in Word, Excel and Power Point and data analysis using Excel using Pivot Tables
  • Experience working with people from different backgrounds.
