UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls;

UN Women Regional Office for the Europe and Central Asia region (ECA RO) was established in Istanbul, Turkey, at the beginning of 2014 as a part of the UN Women’s new regional architecture.
Much progress has been made since the establishment, but at the same time, the Regional Office faces high expectations and demands from partners at both regional and country levels as well as from UN Women Field Offices.
To this end, UN Women ECA RO would like to bring on board a Partnerships and Resource Mobilization Specialist on a temporary assignment (TA).
Under the supervision of the Deputy Regional Director, the Partnerships and Resource Mobilization Analyst will provide technical support to the development and management of UN Women’s strategic partnerships and relationships, and resource mobilization strategy, as well as enhance partnership building and resource mobilization capacity in the Regional Office (RO) and the region’s Country Offices (COs) and Programme Presences (PPs).
He / she will implement partnership-building strategy and provide technicalsupport to the Regional Office management on partnership development, donor intelligence and donor relation.
He / she will s work closely with field offices to ensure high quality, accurate, timely and results-based donor reporting.
He / she will monitor donor interests and information needs and will provide recommendations to facilitate resource mobilization and enhance the perception of UN Women’s products and strategies.
He / she will support the implementation of UN Women ECA RO’s Resource Mobilization Strategy and the widening and deepening of its resource base.
He / She will be responsible for the analysis and management of all fundraising channels and activities, ensuring long-term, flexible and larger resources for UN Women in the ECA region.
Duties and Responsibilities
Coordinate UN Women’s strategic partnerships in the Europe and Central Asia region :
Coordinate relationships with key partners; provide technical inputs to senior management’s efforts at the country level to develop new and innovative partnerships to support implementation of ECA regional and country specific Strategic Notes (SNs);
Draft and monitor annual priorities, goals and key performance indicators (KPIs) for regional partnerships;
Provide technical inputs to the Regional Office and Country Offices / Programme Presences on building and maintaining partnerships and positioning with potential donors, including country Civil Society Advisory Groups (CSAGs);
coordinate of the work of the regional CSAG;
Facilitate development of strategic partnerships with the private sectors, academia and think tanks;
Identify prospective private sector partners, and support outreach and partnership management, as needed;
Conduct research and provide inputs related to due diligence of prospective private sector partners, including analysis on corporate social responsibility, philanthropy and other areas related to private sector engagement in international development supporting promotion of gender equality and women’s empowernment in ECA region;
Coordinate and organize internal and external meetings, events, and discussions related to the private sector partnership;
Provide inputs to the RO and Country Offices on the design and implementation of effective advocacy strategies and methods for proactive and strategic targeting of partners and donors.
Coordinate and support the implementation of regional resource mobilization strategies and initiatives :
Coordinate the implementation of differentiated, donor fund-raising strategies, aligned and coordinated with country-level activities initiatives and outreach activities;
Develop targeted products and initiatives to mobilize programmatic resources and attract additional donors’ funding to address the SNs’ priorities and funding gaps;
Gather information on project / programmes pipelines and corresponding resource needs through close collaboration with country-based counterparts;
Provide technical inputs to the development of concept notes and project proposals in line with the UN Women’s RM strategy and the interest of donors;
Undertake ad-hoc donor studies, research, and other activities to identify funding opportunities; update the resources mobilization strategy as needs emerge.
Build trust and maintain effective relationships with donors :
Provide technical inputs to the ECA RO management in the preparation of missions, meetings and other consultations with donors, including the preparation of notes, briefs and other materials;
Act as focal point point for donors, building institutional relationships;
Provide regular updates on donor profiles, databases (e.g. contacts management) and donor intelligence;
Identify opportunities to secure additional non-core resources;
Provide inputs to the drafting and review of partner-specific Framework Arrangements and Cost Sharing Agreements; and the preparation of brief funding proposals and concept notes, where appropriate.
Coordinate the submission of high quality and timely reports to Donors :
Maintain systems to promote compliance with the terms of grants and agreements, across the region;
Provide technical support to programme managers for the preparation of high quality and timely donor reports as required;
Coordinate with the ECA RO and COs / Programme Presences (PPs) programme staff for the collection of information and preparation of results-
based reports for external constituencies.
Provides advice and support to strengthen internal resource mobilization capacity :
Provide inputs to UN Women Regional Office and field offices on resource mobilization procedures and guidelines as well as funding modalities;
Facilitate partnership and resource mobilization training to program staff and managers based in ECA RO and COs / Programme Presences (PPs), as needed;
Identify and share best practices and innovations for the partnership development and resource mobilization with Cos / PPs;
Provide inputs to UN Women regional partnership development and communication products, packages and positions.
Participate in knowledge building and sharing and advocacy efforts :
Contribute to the development of knowledge products and mechanisms to effectively position UN Women in the region wherever possible;
Share knowledge and enhance organizational learning among UN Women regional and field offices through the development and use of on-
line tools, templates, tips, mechanisms and guidelines;
Identify and document best practices and lessons learned directly linked to the partnership development and resource mobilization by ECA RO and field offices for further wide sharing;
Provide contributions to knowledge networks and communities of practice (CoPs), including CoP on Resource Mobilization as required;
Monitor emerging issues that could affect partnerships and resource contributions at the national or regional levels (risk management).

Timely attention and response to UN Women’s partners and donors;
Timely implementation of the resources mobilization strategy and timely support to Country Offices and the Regional Office;
Timely targeting of funding opportunities and timely tracking of donor intelligence;
Quality communication and advocacy products which result in increased resources and a strong investment case for UN Women;
Quality monitoring and reporting mechanism to ensure quality of data and limit redundancy in efforts.

Functional Competencies :

Required Skills and Experience
Master’s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field is required;
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
At least 2 years of experience at a national or international level in resource mobilization, communications / advocacy, and / or business development;
Experience in gender equality and women's empowerment considered an asset;
Experience working with civil society organizations, international institutions and donors considered an asset;
Experience working in the UN system is an asset.
Fluency in English (written and oral);
Knowledge of other UN working languages is highly desirable;
Knowledge of Turkish is an asset.
